What point in their timeline?: Near end-game FF7.
History:
Reno is a Turk, first and foremost. He's been with the ShinRa Electric Power Corp. for a number of years now, having pursued a future with the company when life in the slums would have led him nowhere fast. Unlike Soldier, the MPs, and other structured portions of the ShinRa army, the Department of Administrative Research is much smaller in number and much less regimented to allow for their more clandestine (and much shadier) operations.
He has slowly worked his way up through the ranks and is considered one of the Turks' senior members. For the past several years, he and Rude have frequently worked together on missions as partners, and the two have forged a close professional friendship. While his more recent missions have included kidnappings, 'damage control', and investigating terrorist activities, he has also worked much more mundane details like security for some of the company's officials - most notably for the new president - and even basic recon.
Reno's roots sometimes show up when the situation warrants it. He's far from opposed to fighting dirty, and he is just as likely to leave the fight early - or avoid it altogether - if it looks like there's no real gain to be had from continuing.
Personality:
Outwardly brash, flippant, confrontational, and irreverent, Reno actually has a number of hidden layers that come out when he's been pushed into a corner. He can be loyal to a fault to the people he considers his friends - his family - and he's willing to go to hell and back for them. But he isn't one for laying his life on the line for a cause he does not fully believe in, such as with the collapse of ShinRa due to power struggles among its chair members at the end of the original game.
He had led a hard life up until signing on with ShinRa, and even then things still weren't all flowers and sunshine. That whole Wutai War screwed a lot of people over, and while he might not have been part of the military for it, that hardly meant he was completely removed from the atrocities committed. Selling out to ShinRa as a Turk meant that he gained a few job perks, but it also meant that he had to do all of their dirty work - like destroying an entire sector and killing those living in it - with no questions asked. He's developed a nonchalant and almost lazy demeanor toward things as a result, frequently making light of things and up-playing the role of a jokester. After all, if everyone else believes he doesn't care, doesn't that make it easier for him to believe it, too?
